Und doch steht seit wenigen Tagen der Name des pensionierten kroatischen Leiters der Spionageabwehr Josip Perkovic obenauf in der Hitliste der meistgesuchten Personen des deutschen Bundeskriminalamtes. Ihm wird vorgeworfen, vor 22 Jahren an der Ermordung des Exilkroaten Stjepan Djurekovic in Wolfrathshausen beteiligt gewesen zu sein. Und es kommt noch schlimmer: ganze 5 000 Belohnung werden als Kopfgeld für den seinerzeit gefeierten kroatischen James Bond ausgesetzt. Die Schmach kam um so überraschender, als Josip Perkovic während des Krieges in den neunziger Jahren zu den deutschen Geheinmdiensten BKA und BND beste Beziehungen unterhalten haben soll. Ein ehemaliger Kollege Perkovics aus dem alten jugoslawischen Geheimdienst war bereit, mit Vlado Konstantinovic über die Verwicklungen der Schlapphüte in Deutschland und auf dem Balkan zu plaudern.

Wir haben den kroatischen Ustasa-Terrorismus mit allen Mitteln bekämpft, das sage ich offen: ich war für die psychologischen und die propagandistischen Maßnahmen zuständig. Wir haben gegen sie alles eingesetzt, was uns zur Verfügung stand. Die deutsche Geheimpolizei hat darüber ganze Ordner in ihren Archiven. Aber unsere besten Mitarbeiter zur Eliminierung der kroatischen Ustasa-Terroristen kamen eben aus Kroatien. So zum Beispiel JOSIP PERKOVIC, der spätere Leiter der kroatischen Spionageabwehr in Zagreb. Wir haben zusammen viele geheime Aktionen auf deutschem Boden ausgeführt."

Bozidar Spasic, pensionierter Chefinspektor der Antiterrorismusabteilung des ehemaligen Bundesjugoslawischen Geheimdienstes UDBA, über seinen früheren Kollegen Josip Perkovic und den Agentenkrieg mit Exilkroaten in Deutschland. Der Mord an Stjepan Djurekovic 1983 in Wolfrathshausen bei München gilt als eine der spektakulärsten ungeklärten Operationen, die dem jugoslawischen Geheimdienst zugeschrieben werden. Das Opfer wurde durch mehrere Schüsse aus nächster Nähe exekutiert und durch Axthiebe verunstaltet. Die deutsche Polizei hatte den jugoslawischen Geheimdienst in Verdacht, konnte jedoch bisher keine schlüssige Spur aufweisen. Die Jugoslawen ihrerseits behaupteten, es müsse sich um eine interne Abrechnung der kroatischen Unterwelt handeln. Wer war Stjepan Djurekovic? Der Marketingchef des größten jugoslawischen Ölkonzerns INA tauchte 1982 in München auf und wurde als Überläufer stolz präsentiert. Im damals noch heißen Kalten Krieg war der Mann ein Geheimnisträger höchster Güte: er verfügte über genaue Pläne zur Kraftstoffversorgung der Jugoslawischen Volksarmee. Obwohl er unter Observation der jugoslawischen Spionageabwehr stand, gelang es dem BND, ihn anzuwerben und nach Deutschland zu schleusen. Djurekovic wurde als Verleger antijugoslawischer Publikationen aktiv und tauchte im exilkroatischen Milieu unter. Viele kroatische Faschisten, die Ustasa, hatten nach der Niederlage Hitlers Zuflucht in der Bundesrepublik gefunden. Für den Hitler-General Reinhard Gehlen, den Gründer des Bundesnachrichtendienstes, waren sie als Antikommunisten im Kalten Krieg mehr als willkommen. Der geheime kroatische Agentenring in Deutschland wuchs ständig durch politische Emigration. Auch die Neuankämmlinge aus Kroatien wurden von deutschen Geheimdiensten angeworben, ausgebildet und eingesetzt. Die Exilkroaten beschränkten sich aber nicht lediglich darauf, Jugoslawien auszuspionieren. Ihre Terrorkommandos verübten zahlreiche Anschläge auf jugoslawische Vertretungen in Deutschland. In Belgrad und in Zagreb ließen sie auf Bahnhöfen und in Kinos Bomben hochgehen. Die Antwort des jugoslawischen Geheimdienstes war nicht weniger brutal: in die Emigrantenkreise eingeschleuste Agenten verübten zweidutzend Attentate auf Exil-Kroaten in Deutschland. Das Morden auf deutschen und auf jugoslawischen Straßen sollte ein Ende finden. Die beiden Staaten vereinbarten Ende der siebziger Jahre eine gemeinsame Terrorismusbekämpfung. Doch die Kooperation litt an eben jenem chronischen Mißtrauen, auf dem die Arbeit der Schlapphüte ohnehin basiert: jede Seite wollte die andere abschöpfen das heißt herausfinden, wieviel der neue Partner von eigenen V-Leuten in seinen Reihen weiß, um sie besser beschützen zu können. Also galt es für die deutschen Geheimdienste, auch den prominenten Überläufer Stjepan Djurekovic aus der Schußlinie zu halten. Doch ausgerechnet sein Unterschlupf in den extremen kroatischen Kreisen, der ihn schützen sollte, wurde ihm zum Verhängnis. Die Jugoslawen hatten bereits einen Maulwurf in seiner Umgebung plaziert. Zwanzig Jahre später nennt Bozidar Spasic die damalige jugoslawische Politführung als Auftraggeber des Mordes. Für sie sei Djurekovic "ein legitimes Ziel in der Terrorbekämpfung gewesen. Die geheime Operation DONAU lief im Frühsommer 1983 auf drei Ebenen ab: Djurekovics Image wurde durch gezielte Desinformationen in der kroatischen Szene demontiert, um eine falsche Fährte für die spätere Fahndung zu legen; durch V-Leute in seiner Umgebung wurden seine Gewohnheiten ermittelt und es wurde ein fünfköpfiges Exekutionskommando aneghheuert und vorbereitet. Der jugoslawische Agentenführer Josip Perkovic soll die Operation auf der Exekutivebene geleitet haben - dieses will auch das BKA 22 Jahre später ermittelt haben. Doch Perkovic hatte inzwischen eine grundliegende Kehrtwende gemacht. Bozidar Spasic erinnert sich:

- Josip Perkovic wurde Ende der achziger Jahre in Deutschland verhaftet, als er mit einem unserer Agenten Verbindung aufnehmen wollte. Die deutsche Spionageabwehr hatte davon Wind bekommen und Perkovic ist aufgeflogen als er dem Agenten Geld für einen Bericht übergeben wollte. Perkovic saß dann zwei- drei Wochen in Haft und sollte wegen Spionage vor Gericht gestellt werden. Da wir damals einen deutschen Agenten in Belgrad festhielten, haben wir den Austausch organisiert. Der spätere Verlauf seiner Karriere in den neunziger Jahren hat unsere Vermutungen bekräftigt: Perkovic wurde von den Deutschen umgedreht. Er hatte seitdem außerordentlich gute Beziehungen zu ihren Geheimdiensten.

In der ersten reihe : Franjo Tudjman und Josip Perkovic (1992)

In der Tat: Während des Krieges in Kroatien avancierte Josip Perkovic bei Franjo Tudjman zum Chef der Spionageabwehr. Er prahlte offen, mit deutscher Hilfe ganze NVA-Arsenale - trotz des Waffenembargos nach Kroatien geschmuggelt zu haben. In seinem Stab versammelte er Exilkroaten aus Deutschland eben diejenigen BKA- und BND-Schützlinge, die er früher als jugoslawischer Geheimdienstler bekämpfte. Grund genug, sich als Freund und Mitarbeiter der deutschen Kollegen die ganzen Jahre sicher zu fühlen, zumal er auch über ihre Machenschaften berichten könnte. Nun kann der pensionierte kroatische Schlapphut partout nicht begreifen, warum ausgerechnet das BKA nach ihm via Interpol fahndet. Über die möglichen Ursachen kursieren selbst im notorisch intriganten kroatischen Geheimdienstmilieu lediglich vage Vermutungen. Und die deutschen Ermittlungsbehörden wollen im laufenden Verfahren dazu noch keine Stellung beziehen. Josip Perkovic weist seine Verantwortung für den Mord natürlich zurück. Bisher konnte er sich auf eine schützende Hand in Kroatien verlassen: Sasa Perkovic, sein eigener Sohn, ist nämlich Sicherheitsberater des amtierenden kroatischen Präsidenten. Dennoch ist Josip Perkovic vorsichtshalber erst einmal untertaucht.

Kroatische Justizbehörden können kroatische Staatsbürger ins Ausland nicht ausliefern so ist das Gesetz. Sie bieten an, einen Prozeß in Kroatien zu organisieren. Falls es dazu kommt, kann Josip Perkovic kaum mit Entlassungszeugen rechnen:

- Zwei damalige deutsch-jugoslawische Doppelagenten haben bereits gegen ihn ausgesagt. Andererseits sind sowohl die jugoslawischen Politiker - die Auftraggeber des Mordes - als auch die mutmaßlichen Exekutoren inzwischen alle tot. Perkovic muß sich in Acht nehmen: nicht nur vor der deutschen Justiz sondern auch vor seinen alten Kollegen aus Deutschland und - aus Belgrad. Sie haben immer noch geheime Berichte in ihren Archiven, mit pikanten Details über Operationen des jugoslawischen Geheimdienstes im Ausland.

Bozidar Spasic meint immerhin, sich für den Diensteifer seines ehemaligen Kollegen Perkovic im Agentenkrieg gegen Exilkroaten verbürgen zu können:

Ich würde für ihn meine Hand ins Feuer legen, zumindest bis 1989 hat er die Ustasa-Emigranten mit seiner ganzen Kraft bekämpft, außerordentlich zuverlässig und zielgenau.

This is the thinking of representative of rigid rightist commentator and they hit into the substance of the thing. Tudjman and Susak knew for what is Perkovic capable of and they thought if his services were good to comunists, would also be good for them. Is it odd that for Tudjman and Susak all till our time happens murders in UDBA style for which, in this or that way, is connected name of Josip Perkovic. Let's say, Josip Perkovic has about half an hour before the murder of Ante Paradzik, put on combative uniform and together with his assisstant Zoran Udiljak (brother of Stipan Udiljak, later spy of Markica Rebic) went out on a terrain. Zoran Udiljak in 1992. has died in suspicious circummstances while he was driving in his car to Kupres with Milenko Filipovic, former legionnaire, today put in lines of helpers of Ante Gotovina.

Perkovic was Susak's assisstant Minister of Defense, who founded also commanding line in HVO (Croatian Council of Defense), and which can be considered as responsible for murder of chief of HOS (Croatian Defense Forces) in Bosnia and Herzegovina, general Blaz Kraljevic. His men were Bruno Stojic and Valentin Coric. Mario Barisic was present when Tvrtko Pasalic, by order of Josip Perkovic named Valentin Coric for chief of Military police of HVO (Croatian Council of Defense). Josip Perkovic said himself on trial to Gospic group in Rijeka that he was the main logistic person of Stedul group, by which in quasi action at the end of July 1991. near Miranje Donje, was killed only Miro Baresic. Antonio Lekic and Ivica Drvis, 13 days after the dying of Miro Baresic, sent a report exactly to Josip Perkovic, with conclusion that there were no suspicious moments which would indicate it was a betrayal. If we skip about ten years and stop on the murder of his associate of HIS, Veselin Marinov, we must ask ourselves isn't it odd that he was the last person with whom the deceased had the last conntact and who directed Bugar to go to cafẻ where he was killed by Vinko Zuljevic Klica, as once wrote Mario Kavajin. His name and work covered contemporary Croatian history. By the end of 90-ties, chief editor of Vjesnik, Nenad Ivankovic was publishing a series of UDBA files, by what found themselves offended, among others, Vladimir Seks and Ivan Zvonimir Cicak. Vladimir Seks knew instantly that behind that labour was his at that time mad rival on utmost HDZ right wing, Ivic Pasalic, who was serviced by Markica Rebic. Besides on Seks, Pasalic and Rebic, Nenad Ivankovic in book with the key Sova, as on protagonists of that affaire, alludes also on Mate Granic, Hrvoje Sarinic, Miroslav Separovic, Zdravko Pejic, and of course, on Josip Perkovic. Ivanka Toma in 2000. in Jutarnji list presented Analysis of activity of Service for national security of Croatia, which by order of Vladimir Seks and HDZ (Croatian democratic party) was made by Josip Perkovic and former archivist of UDBA, Jan Garbis. In that analysis, with which Seks and HDZ were very pleased, not in one word was mentioned responsibility of UDBA for any murders or abuse. HDZ paid fee to Perkovic to amnest himself and a part of them from dark past. That analysis, as an journalist exclusive, was offered to me by Zdravko Pejic and Josip Perkovic, when I met them in December 1998. in motel Plitvicka kuca, so the offer as a contradictory idea by itself (for UDBA men could give objective analysis of their past?), refused. Perkovic's spokeperson, journalist of Slobodna Dalmacija, Jasna Babic, nicely writes in her book The Blaskic Conspiracy that establishing top of HDZ in Osijek had in whole cooperation status with UDBA, translated Perkovic. The same thing she repeated recently in short biography incentive of German APB:

In former Yugoslavia, Josip Perkovic, by origin profession an economist, went through path from Osijek branch office of National security to chief of republic department for emigration he made such huge agentury net that he survived the most drastic personnel cleanings after break of Yugoslavia. In spite of fraction duels with Josip Manolic, SIS at that time recorded rather big success: in action «Labrador» the spy net of KOS was broken, who infiltrated in lines of Croatian police and Croatian army. Retired after Susak's death, he stayed active as externalo cooperator of HIS. His the most famous spy action «Barakuda», directed against narco dealers, smuggleres of weapons and organised crime in Croatian army and Croatian Council of Defense. In private life he withdraws in 2000., in time of Racan's Government, who didn't want his services. But his son, Sasa Perkovic, is still an active intelligence agent. That's why I'm not surprised by grumbling of Branimir Glavas:

Two nights ago, in HTV show «Otvoreno», in which was spoken about German APB after Josip Perkovic, activity of UDBA in 70-ties and later years, and transfer of UDBA people to intelligence services, had also interesting background. Namely, about 15 minutes before the end of the show, in its editorial office contacted Branimir Glavas wanting to participate in debate. I presented myself by name and surname, and on question what would I talk about, I said that I would defend Josip Perkovic, because I know him perosnally since the childhood. I was told to wait, but after 15 minutes the show finished, and the telephone connection was cut off, explained Branimir Glavas. He thinks that they didn't let him enter the show because he wanted to give his support to Perkovic. Also he added that the goal of the guests of that show praising their roles in founding the state, and minorising those of Perkovic. If my memory serves me well, Branimir Glavas once time praised that he suggested Dr. Franjo Tudjman for President of HDZ, so by Perkovic's spokeperson, Jasna Babic, Glavas is Perkovic's cooperator from time of UDBA. After all, Glavas in his autobiography praised that as juvenile he drew in Osijek graffities Long live NDH, and on public gatherings he has sung Ustasha songs. At that time Perkovic was chief of Osijek's UDBA. Glavas doesn't mention that because his provocative mischief police ever took him to custody, and not even to had any problems with UDBA at that time, what only confirms that he as a juvenile praised NDH by order of Osijek's chief of UDBA, Josip Perkovic. That is the real face of Glavas's acquaintance with Perkovic since the childhood. My Osijek informers are convincing me that Branimir Glavas, if against him would be raised accusations because of murders of civilians in 1991., he would ask for a witness Josip Perkovic. For example, connected with mureder of Cedomir Vuckovic, in circle of his war headquarters, for which accuses him Krunoslav Fehir, Glavas intents to defense himself by statement that in that time he was on telephone line with Josip Perkovic. Branimir Glavas knows that Perkovic has strong influence on present chief of POA, Tomislav Karamarko, who is best man with Osijek's chief of police, Vladimir Faber, and through coming on to Perkovic, he intends to make influence on Faber to make actual investigation more loose about war crimes in his zone of responsibility. It is interesting that till recently the most boisterous public witness against Branimir Glavas, Vjenceslav Bill, who went quiet suddenlly, by his own testimony to the author of 45 lines, he has positive attitude of Josip Perkovic from time of his juvenile-deliquency youth.

- In one occasion, after I had huge problems with the police, I met Perkovic on the street. Our mothers were neighbours, so he knew about my problems and he told me that he was sorry that he didn't know before what was going on with me and that he would stop it, told me last summer Vjenceslav Bill.

Marko Erceg, former OZN man, and by Tihomir Oreskovic, agent of BND, doesn't think bad about Josip Perkovic. Th friendship with Perkovic, Erceg made stronger through their mutual friend, Ante Nobilo.

To Josip Perkovic even nongovernmental area showed a respect. By testimony of one close cooperator of Ivan Zvonimir Cicak, during affaire with files published in Vjesnik, at that time President of HHO, praised that he asked Josip Perkovic did UDBA had anything about him, and Perkovic namely answered negative. Now when I see that Ivan Zvonimir Cicak took against Tihomir Ladisic because he didn't let in show Otvoreno phone entering of Branimir Glavas, and even I remember that Cicak made Drago Hedl to leave HHO (Croatian Helsinki Committee) because Branimir Glavas asked that from him, I freeze from the conclusion that teenage sins of Cicak and Glavas are mediated by faith in fatherly authority of Josip Perkovic, so strong connection between two of them that even ideologicaly opposite ideoligical positions from maturity, can't do any harm.

Seventy per cent of listeners of Radio 101 voted in survey whether Josip Perkovic should be delivered to Germany or to put him on trial in Croatia for participating in murders of Croatian emigrants in Germany, that he should be delivered. By my evaluation, it is the result of distrust in Croatian judicial system. Else Croatia is not ready to face with dark part of its past. If there were no international pressure, no trial to Dinko Sakic for crimes in Jasenovac during Second World War , wouldn't be held. Considering that nobody from international community didn't make pressure about partizan crimes, after the war till today not a single trial was held on that theme. If ICTY doesn't exist, nobody would be put on trial even for war crimes during Homeland war. Let's put on a side silly actions against all those who were during the war on occupied area. If Germany is not world example how to deal with its own history from Second World War, but also from time of DDR, and if UDBA didn't kill the most Croatian emigrants exactly in Germany, never would Josip Perkovic found himself in situation to be put on a trial for crimes of UDBA. The trial to Vinko Sindicic for murder of Bruno Busic, in the very beginning was a farce exception. The citizens don't have confidence in Croatian government when it is about Josip Perkovic, it is also possible because of statement of Zlatko Mehun, the spokeperson of police, that police didn't get anything from Interpol connected with Perkovic, so the headlines in medias are APB before APB. It seems that nobody in police can't get on Internet, so they couldn't see German international APB after Perkovic. Jasna Babic in todays Slobodna Dalmacija consider relative German accusations against Josip Perkovic as an «intelligence war», «the conflict of Bozo Vukusic with Josip Perkovic». It is the thesis which several months ago was used by Gordan Malic in Globus, emphasizing that it is the conflict of BND with MI6 for «intelligence dominance in Croatia». Jasna Babic has lots of reasons to take in protection Perkovic because on documents which he was in conntact to, she wrote her books: Zagreb's Mob and Blaskic Conspiracy. Veselin Marinov, on whose reports she based Zagreb's Mob, as she said herself in her book, was a personal assisstant of Josip Perkovic, at that time counselor in HIS (Croatian informative service). Perkovic named action of HIS, Barakuda, which was based on reports of Veselin Marinov. He, through Djurdja Susak, with whom he was extremely close when he got a job in HIS, persuaded her husband to take Ante Nobilo for lawyer defender of Tihomir Blaskic. As a result of engagement Nobilo and Perkovic in Blaskic case, Babic's book Blaskic Conspiracy emerged.
Gordan Malic beliefs for years to informations of Josip Perkovic. He is meritorious for Sasa Perkovic, son of the accused one of German state lawyer, found himself in position of counselor of President of Croatia for national security. As soon as Malic published that Presentation of Franjo Turek to the top of the state was dealing with Josip and Sasa Perkovic, President Mesic hired Sasa on position of his counselor, and discard all objections on actions of Perkovic senior:

Does it mean that you will concentrate more on work of intelligence cervices in second mandate? -Josip Perkovic after first democratic elections joined in intelligence services, formated Croatian intelligence service and retired. There were thse who doubted in his good intentions, but nothing could ever be said against him. His son is well educated and he worked in services which qualifies him to be my counselor. Because I need advice about functioning of institutions, and that could be the one who comes out of it. When Sasa Perkovic was named for counselor of President of Croatia, Ranko Ostojic, former chief of Ministry of police and present member of Management of Slobodna Dalmacija, greeted that Mesic's move by message to the author of 45 lines: - Sasa is the best proof that what he is in Presentation becomes advantage. Barisic even during investigation which was led by Split state lawyer, Mladen Bajic, said that Tvrtko Pasalic, Barisic's chief in Military police, called Josip Perkovic, the assisstant of Minister of defense, Gojko Susak in Zagreb and asked him what to do with massacred war prisoners, considering that International Red Cross announced their visit. By testimony of Mario Barisic, Josip Perkovic gave a command to Tvrtko Pasalic to cover up the crime in way to massacred ones transfer to another military prisons in Sibenik, Zadar, Kerestinec.

The witness mentioned 14 and 15 April when the IRC representatives visited Lora asking for the permission to enter the military prison because they found out about the unregistreted prisoners captured there. Judging by later Malic's statements that BND wants to disturb MI6 which by help of Josip Perkovic, looks for Ante Gotovina, Malic and Looms by mentioning those two, junior and senior, were talking about Sasa and Josip Perkovic. I believe in German judicature and I don't share opinion of Jasna Babic and Gordan Malic that it involved in certain intelligence games. Nobilo with a smile confirmed that Perkovic is in Croatia at the moment. They also give picture of elite district in which Perkovic namely lives, so instead of Zelengaj 67, they take photograph of Srebrnjak where Dunja Zloic Gotovina lives. By lobbies informations from Haag, ICTY is interested to get new confirmations of informations that Ante Nobilo brought out from the court protected testimonies of Netherland soldier of SFOR and Stjepan Mesic's in Blaskic case. So, it is ilusion to expect that ICTY, no matter supposed cooperation of Josip Perkovic and Christopher Looms, would be ready to whether in front of Croatian or German autorities, in any way give support to Josip Perkovic, who is now accused for participating in murders in Germany during 70-ties and 80-ties of last millenium. If Josip Perkovic with help of Ante Nobilo, and later Ranko Ostojic and Mladen Bajic, till now managed to avoid the trial bench in Haag, it is absolutely clear that ICTY has no reason to protect him. Contrary, there are indications that Haag's investigators got additional evidences about his involvement in war crimes in Croatia. As undoubtly main chief of UDBA union, the most resilient and the most influential informal association in Croatia, Josip Perkovic besides his own son, on relevant positions in intelligence community placed all his men. The chief of POA, by his own ambition future formal chief of all Croatian spies, Tomislav Karamarko, is under great influence of Josip Perkovic. By writing of Jasna Babic, Perkovic's players are Ivan Bandic, the officer for connection in OA (intelligence agency) in Hungary and Gordan Akrap, representative of OA in Berlin. Gordan Akrap is by Jasna Babic formaly led action Barakuda, and in 2001./2002. he was chief of branch office of OA in München. Through all this time he stayed in good relations with Ivo Prodan and onetime chief of hospital, dr. Petar Brinar, father of Maja Brinar, known by her marrige with a lot older Israel businessman. About that there are firm evidences available to German autorities even from that time. Josip Miler died meanwhile, but as former emigrant Tomo Sedlo claims, behind him is left testimony on video tape. About that part of accusations on Perkovic's account, the most interesting will be testimony of Frane Goreta. After series of my texts about crimes in which participated members of SIS and Military police, by interwiev in Globus in 1999. to colleague Mark Cigoj, for crimes spoke called by name officer of SIS, Frane Goreta, discarding all accusations on his account and praised amply Josip Perkovic, from whom he got the job in SIS after arrival from emigration. In which way Frane Goreta from Perkovic's victim (by German APB) became Perkovic's good associate in SIS (by his own cognition), he will get an opportunity to explain himself – whether on trial in Germany or in Croatia, if in Zagreb Josip Perkovic will ever be accused. It is not clear to me by which logic was led HINA giving the news yesterday about German APB against Perkovic, quoting that also journal of Croats in diaspora, Croatian Herald, wrote about German investigation connected with murder of Stjepan Djurekovic. Namely, Croatian Herlad is known and relevant as much as Mate Basic who editors it. And in his text, which you can read under title The leader of UDBA and SIS under German investigation, there is nothing that was not somewhere else, so I can only conclude that Mate Basic has good connections in HINA which quotes him without any other connection.
